What happened in the case of poisoned cocaine in the Greater Buenos Aires enclave, where tonight at least 17 deaths and more than 50 hospitalizations were confirmed, reveals a new sequence in the process of degradation derived from the dispute between drug gangs. According to the investigation in the territory, The central region of Argentina, made up of the City and the province of Buenos Aires, Santa Fe, Córdoba and Entre Ríos, concentrates 65% of drug-related violence in the country. Within that context, the Greater Buenos Aires, Rosario and Córdoba capital stand out as the hottest spots. They are the narco enclaves, with a different criminal dynamic than the rest of the territory and with oiled alliances with organizations that operate on borders. Especially, the northern border, where 90% of international crime enters and 70% of illicit substances.

This does not even lead to greater profitability or yes, but not because it increases the price of the drug, but rather in that “cut” what they seek is to increase their power of addiction.

The drug market works like this: there are those who are dedicated to selling the highest purity drug and charge it as such, and there are those who are dedicated to stretching the substance, adjusting the price of their “product”. In the terms of the narco universe, they speak of “compensation”.

In Argentina, there is evidence of a change in the way criminal gangs are organized. There is no longer a single “capo”, someone who concentrates the voice of command and decisions, but that responsibility is shared among several leaders. Thus, are structured as “networks 2.0″. To better understand it, a spider web is recreated in which, if a part of the network is dismantled, the rest continues to function and, in turn, new members take over the space that was left empty.

Added to the concept of networks, they are called 2.0 because those who run them already they are the “second generation” within the drug families. These new generations, moreover, move with fewer “codes” and more violence than their predecessors. And also with new modalities, such as the one suffered today in the suburbs of the province of Buenos Aires. Until now, this type of method had not been seen to settle accounts between gangs that seek to control, not only the same territory, but also the same market.. Although this is not yet proven, it is the main hypothesis that researchers handle.

These modalities are copied from the largest international cartels, which not only export their product, but also their methods. Another example of this is what happened in Rosario, where a wedding served as a screen for the negotiation of distribution, markets and the narcotic value of the waterway.

Faced with this reality, a new form of confrontation between gangs can be opened. The extermination of drug power as a rule, when it comes to defending the territory and the market.

The state of anomie and barbarism is nothing more than the epilogue of the absence of a federal fight against drug trafficking. Crime is still being run after, instead of policies aiming to prevent it. Everything is reactive when the program should be proactive.

At this point it is also important to highlight the confusing discourse of some leaders regarding the possible legalization of substances, an aspect in which ignorance is usually guilty. This situation should not enable the irresponsibility of legalizing drugs. The obligation and duty of the State is to wage a proactive fight against drug trafficking to weaken drug dealing at the same time.

The State must be a guarantee of citizen and health security through public policies. Do not regulate crime institutionally.
